Basics of Quality Performance Measurement and Mechanisms That Influence Quality

Quality measurement is a concept that all health care programs must consider. It is not enough to assess whether SCHIP has succeeded in providing health care coverage to low-income uninsured children, it is also important to ensure that SCHIP is providing quality care for participants. SCHIP Workshop (June/September, 1998) presenters Lisa Simpson, Tricia MacTaggart, and Mark Schuster discussed basics of quality and performance measurement. Their key points are summarized in the following quality measurement section.
