Measurement Strategy
In her discussion of quality measurement at the September 1998 SCHIP Workshop, presenter Lisa
Simpson reviewed key issues in choosing a quality measurement strategy, which are
summarized below.
There are three basic dimensions to consider in choosing a quality measurement
strategy:
- Accountability. Who is responsible for quality?— the health plans?

- Time frame. Short- versus long-term. Will quality measurements be used
for year-to-year monitoring or to plan longer term improvements?
- Method. Standardization versus innovation. Although standardization
facilitates comparison across States, differences between States and their SCHIP
populations may necessitate innovative quality measures.
